AFRICA/CONGO DR - Is another war brewing in North Kivu?

Tuesday, 26 October 2010

Kinshasa (Agenzia Fides) – Is the eastern Democratic Republic of Congo on the verge of another war? This is what the missionaries of the “Network for Peace in Congo” are wondering. They tell Fides of some indications in the press about a possible unprecedented international alliance between the Congolese militias and Rwandan dissident forces to overthrow the government of President Paul Kagame in Rwanda.
"Gathering information from both the 'Libre Belgique' and the 'Congo Tribune' in North Kivu, eastern DRC, it seems that there is a concentration of the coalition forces composed of CNDP dissidents who remained loyal to Nkunda, the FDLR, and the Mai Mai Congolese," the leaders of the Network tell Fides. The National Congress for the Defence of the People (CNDP) is a Congolese rebel movement, led by Laurent Nkunda, who is active in Kivu. After the arrest of Nkunda by authorities in Rwanda (where he was placed under house arrest), the CNDP reached an agreement with the Kinshasa government, and some of their men were integrated into Congolese national army. The Democratic Forces for the Liberation of Rwanda (FDLR) are a Rwandan rebel group composed mostly of Hutus, who, after the year 1994 opposed itself to the government in Kigali. However, they are active in Kivu, along with the Mai Mai, a series of Congolese self-defense militias who oppose the foreign presence on their territory. The anti-Kagame coalition was led by General Faustin Kayumba Nyamwasa, former Chief of Staff of the Rwandan army, and companion in arms of Kagame, who for some time sought refuge in South Africa, where he escaped an assassination attempt. The Rwandan government accuses him of being the instigator of a series of attacks carried out in Kigali.
To thwart this coalition, the Governments of Rwanda and the DRC have drawn up a military offensive in North Kivu, against the FDLR and Nkunda's men. There are unconfirmed reports of Rwandan troops being sent into eastern Congo to prepare the new offensive in coordination with the Congolese army.
"General Nyamwasa - recall Fides sources - is the son of Tutsi and Hutu parents. This could be seen by a power with plans to replace Kagame as a factor for national reconciliation, perhaps in view of new regional and international geo-political scenarios...However, Nyamwasa also has a serious handicap. He is wanted by Spanish courts for the deaths of Spanish Marist Brothers killed in Bukavu in November 1996." (L.M.) (Agenzia Fides 26/10/2010)
